Question I'm having problems running some games and I can't figure out why ?

So I mostly play League of Legends and Marvel rivals, and for the past few months my League has been running really bad, like around 115 fps which I used to always get 144, and on Marvel Rivals it's anywhere between 90-110 on the lowest settings. I have messed with so many settings and tried stuff, I even just got a new GPU.

When im playing rivals my usages on my GPU are around 50% and my CPU around 80% nothing is over 60 degrees Celsius and in League its even lower, its a CPU usage game and it's never even over 30%
I have a i7-9700K and a GTX 5060 Ti 16GB.

Any help would be awesome

It sounds like the game may be more cpu bound than gpu.
What resolution are you playing at and what was the model of your previous gpu ?

I play at 1080p and my old gpu was a GTX 1070 that was previously refurbished
League of Legends is almost all cpu but the game is so old that my computer should be complete overkill for it and it barely uses up any of my cpu but still isnt able to get a solid fps

Run msi afterburner or any other monitoring software and look at CPU and GPU clocks while gaming, one or both could be dropping to energy saving mode because of the low usage.
