HD sleep

I have an external HD that is powered through and adapter. I think because of this, the HD stays on and conts to spin even when the computer is off. Is there a way I can get the external hd to turn off when I turn off my computer?

I set the setting to turn off after 15 minutes, using the program that came with the HD, but it's not working.

Check the manufacturers website for an updated version of the application and drivers. If non exists try;
uninstalling the software and restarting the computer. Wait for the computer to fully boot up and run all of its delayed start services, then restart again. Now reinstall the software and reboot again then check windows update and see if it gives you any new optional updates.

other than that I would be frankensteining the power input to USB and powering through USB.
