I have just purchased the Samsung Odyssey Neo G7 32" and I am having problems running HDR with AMD Freeync Premium Pro.
Problem 1 - HDR not working when AMD Freesync premium pro is turned ON
Problem 2 - videos are stuttering a lot on apps like netflix and amazon prime video if the freesync is ON.
I don't want turn it ON/OFF manually every time it should work fine with freesync ON.
Not sure why this is causing a lot of problems wherein freesync premium pro should have full HDR support and no stuttering in videos.

Latest firmware drivers installed for Monitor - 1007.0
GPU drivers latest - Adrenalin 23.9.3 (WHQL Recommended)
Windows 11 up to date with all the latest updates installed.
It's not just the games, if free sync premium pro is turned on I can't even watch HDR content since the brightness becomes too low, it affects my desktop HDR brightness as well but not the SDR brightness.
SDR brightness is all good with freesync premium turned ON.

I tried CRU it worked for me like 5 mins, deleted the freesync range and added it again but it was very unstable and my monitor display was turning ON/OFF plus it was going completely haywire and was showing just one color on the screen and then reset back on its own, so had to reset the CRU.

I have tried reinstalling display drivers by DDU, checking everything with 3 different cable (2 HDMI 2.1 and 1 DP) still both the problems are there, have reset my monitor multiple times to default settings as well. Both MY HDMI 2.1 cable are certified cable and DP came with the monitor itself.
I have tested with all the local dimming modes, usually I set it to high for HDR content.
Auto, low, high and even on OFF the brightness is just not there and everything looks too dark.
Until a couple days ago it was working fine on my 2070 with adaptive sync ON and is not after upgrading it to 7900 XTX it works fine when I turn off AMD freesync premium pro.

Everything is at factory default settings- Monitor, Display drviers (Vsync OFF) and nothing changed in windows settings.

Tried with Rtings ICC profile as well and created multiple ICC profiles and checked, nothing seems to be wroking.

AMD claims -
patchnotes for 23.9.2 mentions:

Fixed Issues - Display may not reach correct brightness with certain games on select SAMSUNG™ FreeSync Premium Pro monitors or TVs with local dimming setting enabled.

See, this is one of the many reasons why I stopped using AMD products especially FreeSync cuz it'll do this to you. If this were GSync you'd have a breeze past this issue and just swap interfaces and connections. I skimmed what you wrote and hopefully didn't miss you say this but if you've not try AutoHDR or HDR streaming try it. The stuttering is usually caused by bad bandwidth of the displays video outputting. You were just unlucky for it to happen to you as it's happen to me a few years ago. I was using my 4K HDR 100Hz FreeSync display for stuff and this same exact thing happened out of nowhere. I did literally everything I could to fix it. Little did I know all I had to do was mirror another display to it and it worked. I don't know how but it just did and ran flawless. Now idk if you could try doing that but it just popped in my head. I was also using all AMD tech so that's another thing too. I can see your using both Team Green and Red together. Best bet is seeing if having a Team Red Card in the system would've help. This is another reason why I don't mix tech brands together cuz it'll do this too. Either full Team Red committed or Team Green/Blue committed lol.......................................Or just don't use HDR as it's apparently not working well...............................

You might have missed it, since this is on full team red I am talking about 7900XTX and on my older 2070 I was not experiencing these issues.
Can you brief me about the display mirroring that you did which resulted in solving the stutter issue?

Yeah, AMD's HDR implementation is horribly broken, that's what I've learned as a recent 7900 XTX buyer.

If you're within return window I'd seriously consider swapping it for a 4080. I have no solutions for you despite looking for two or three weeks now, all I can do is commiserate.

This trick was done like back when Windows 11 wasn't a thing so idk if it'll work. Just use another display and duplicate it. Simple as that. Matched the Hz to the display to equalize it and it kept it from stuttering as much as possible. It wasn't a perfect solution but it would like MiniMicroStuter every like once in a few minutes cuz of adjusting itself but it worked fine as it was on W10
