It’s far from ideal. You may need to repaste it. My outgoing 1060 6GB went to 82 degrees or so and didn’t throttle. My laptops 2060 goes to roughly same temperature as yours and doesn’t throttle.

If it works fine then that is one thing, but if you get performance issues, then that is another thing. Personally, i’d probably look at adding some fans or repasting the gpu.

For a 1660 super that isnt good.
What are the idle temps?
U overclocked it?
Messed with fan curve?
Is it clean?
Try repasting it.
