Question hello, my suddenly my high end pc gets low fps with all the games pls help

to begin with my build is,
I7-7700K
GTX 1080ti
16 gb ram
gigabyte Z270 k5 motherboard
650 W power supply
So my build gets usually high fps for example
overwatch: more than 160 fps in 2560*1440 res (ultra settings) this is before the issue , now i get less than 60 and sometimes goes to 20 fps

CSGO: usually get around 300 fps , now i get 40 fps

all other games same problem.

tried bunch of stuff to fix it like,reinstalling the games, reinstalling the GPU driver, formatting the pc, but nothing works
also i noticed that my pc becomes slower outside the games especially in the Nvidia control panel its so laggy.
maybe a CPU issue?!! i don't know honestly at this point....

so pls help i can't play games at the moment

check the temperature of your CPU with coretemp

run 3dmark basic edition , click on compare result online after that and post the address from your upcoming browser
