new graphics card not working as hoped, need help!

Have had my pc since 2018 these were the specs:
  • Gigabyte B150N Phoenix WiFi Mini ITX
  • Kingston HyperX Fury 16gb DDDR4
  • Corsair H60
  • Corsair CS550M Modular 80 Gold
  • Phanteks Enthoo Evolv Mini itx
  • i7-6700
  • 1060 turbo 6gb
Has run very well these past few years with no upgrades apart from storage. Decided to upgrade for christmas and after what i believed was sufficient research decided to upgrade to a VENTUS 3060 ti (2 fan) and an i7-7700k. This is the most powerful i7 compatible with my motherboard and the best graphics card in my price range. I installed the new parts today with seemingly with no issues. I wiped the old drivers and installed the new ones correctly as far as i know. The gpu shows up in game, geforce experience and device manager.
However when playing games it seems as if the games are running on integrated graphics. For example on overwatch 2 high-preset i was barely hitting 60 fps and on a custom preset cyberpunk benchmark averaged 46 fps. overall fps feels worse and pc feels kinda laggy. Please give me some advice and tips and point out if there are any issues with the compatibility of hardware i overlooked.

Thanks!

did you update the BIOS of the motherboard?
all plugs connected to the RTX from the PSU?

check the CPU temperature by hwmonitor or similar while gaming
the 7700k will get hotter than the 6700 cause of its TDP. An ITX case could be problematic, if the airflow is not good

to have a look what the problem could be:
run userbenchmark.com and post the http link of your result, e.g. https://www.userbenchmark.com/UserRun/28977730
