Question [HELP] Aorus z390 Master CPU led Indicator on

Hi! Can you guys help me?
My Aorus z390 Master cpu led light indicator is on and turning off and then turning on again with no POST
I know it means the cpu is not functioning as per in the manual
but I tried to reseat my processor and check the AIO if its place well.

But still its the same even I tried to troubleshoot.

AIO - NZXT Kraken M22
PROC- i7 8700

1) Check the cpu socket to see there is any bent pin or not.

2) Use stock cpu cooler to test.

3) Go to local PC shop ask for help.
