[SOLVED] Help!!! My 1080 TI is performing worse than a 1060 mid gaming until reboot

I have just built a new PC with the following specs https://uk.pcpartpicker.com/user/Noggs/saved/DdhGGX

My pc is performing perfectly after a fresh boot, then after a while during games it will permanently perform a third less than it should and my frames will drop dramatically with no explanation. The GPU seems to be what is performing terribly even though it's at full load during this bug, I have checked temps during these events and all of it is more than ideal under 60c...

this seems to have happened after I updated the gpu nvidia driver but I have rolled back to previous nvidia drivers and restored windows, reset bios to defaults and nothing is changing this... Can someone please help me find out what is causing this? I have even tried using two power cables instead of a butterfly one.

IDK your settings, so maybe?. 3DMark score is normal though. If Geforce Experience is changing your settings and running super sampling like 4K downsamping than its possible to get 40fps I would think. I always have to make sure that problem isn't jacking with my games settings.

I have already done this. Still no change, just tried to use two seperate power cables for the gpu as well instead of the butterfly one and it was worse.

Yeah I have tried an older driver version the last one before the newest one to be specific and the problem persisted. Sorry It's kinda hard to think of all the trouble shooting I've done so far. Done a lot of it.

It's normal to get 40 fps in fortnite with a 1080ti and i7 8700k? lol

Would it be changing the settings mid game and then putting them back after a restart though? as the problem only happens after gaming for a while. After a reboot it works smooth as butter, it's almost like it's getting bogged down by something after a while.
