Question Help! my GPU usage is spiking VERY erratically, just while idling on my desktop

I am getting a very spikey GPU usage, core clock and memory clock. Just whilst idling on my desktop.
i have a i5 10400F, 16GB DDR4 RAM, Windows 10, And a RTX 4060 in an RM550X power supply, i get huge GPU usage dips in games, dropping down to 5 percent (and 5fps) around every 3 to 5 seconds. please help! i cant post picture so here is a link to this same post but on reddit so you can see the screenshots https://www.reddit.com/r/pcmasterra...ry_erratic_gpu_usage_100_percent_of_the_time/
