Help Windows won't boot

Help my brother went on my computer he shut it down and Windows 7 won't boot. Error is in image.

can you start in safe mode?
press F8 at correct moment when starting up

what stage in start up does this message appear ?

What about trying 'last known good configuration' to deal with corrupt registry files

As mbarnes suggested, try safe mode. In safe mode run sfc /scannow. You also need to run malwarebytes as it could be that your "brother" d/l'ed a nasty.
