Question Help with 7900XTX build

Hi all,

I recently upgraded from an all intel and nvidia build to all amd, no parts reused from the old build which lasted me 10 years. After ironing out a few kinks, I've noticed that I am having severe stuttering issues with this build in games that are intense using most of the GPU and CPU. The drops in fps are awful, they last a good few seconds. I've noticed that my GPU and CPU utilisation drop to almost 0%. In HWINFO, the TGP and TBP of the GPU go down to around 80w each before bounding back up to their usual of around 250-350w each. I am suspecting a power issue here but below are my specs, if anyone can help then i'd appreciate it.

GPU temps stay below 70c, averaging 67c.
CPU temps stay below 60c, average of 54c

PSU: Corsair RM850e
Mobo: MSI Mag Z870 Tomahawk
CPU: AMD 9800X3D
GPU: XFX 7900XTX
RAM: Corsair Vengeance 2x16gb
NVME1 (c: drive): Sabrant 1tb
NVME2 (games drive): Crucial 1tb.

What BIOS version are you on for your motherboard? Speaking of motherboards...and processors;
Mobo: MSI Mag Z870 Tomahawk
CPU: AMD 9800X3D

How did you get an AMD processor onto an Intel socket?

RAM: Corsair Vengeance 2x16gb
Got a link to the ram kit used?

NVME1 (c: drive): Sabrant 1tb
NVME2 (games drive): Crucial 1tb.

Did you install the OS with all drives disconnected except for the one you wished to install the OS onto, installing the OS in offline mode?

How are you cooling the processor? Make and model of your case? Number and orientation of your fans in case?

NVME: No, OS was installed on its current drive with all drives inside. OS was installed from USB.

CPU cooler is a Thermalright Phantom Spirit 120 EVO. Case is a Corsair 4000D. Case fans were replaced with Artic P12 Max's, 3x intake at the front and 1x rear exhaust.

The main game i'm having issues with is Train Sim World 5, but BeamNG and Microsoft Flight Sim show similar issues. FPS games such as R6, COD6 and CSGO do the same but only for a split second which is manageable and why I didnt notice how bad it was until now.

I will be replacing the PSU with a Corsair 1000x to see if thats the issue as im still within return period for Amazon.

The PSU is almost certainly not at issue here. The drives you are on are new, correct? Did you install all the relevant drivers for the motherboard and the other devices? Have you eliminated software as a potential issue by performing a clean boot? Do you get performance issues in synthetic testing or only in games?

Yes, all drives are new. All drivers were installed and updated via their manufacturer websites, not Windows Update. I should mention that drive activity for both the system drive and games drive remains at 0% during these drops. Not sure if that helps. Clean boot was done this morning and showed the same symptoms.
