Question Help with Kernel 41 errors and system not booting

I have been experiencing a weird problem for the past year and I am all out of ideas. Whenever I press the power button on my PC, my system turns on, but I get no display, the fans go at full speed with no POST lights staying on. Here's my current build:
Ryzen 9 5900X with Kraken 240
MSI Ventus 2x OC RTX 4070
MSI MAG A1000G
Asrock B550M Pro4
Corsair Dominator 2400 16GB

Here's my timeline of events:
In May of last year I started experiencing slowness of my PC and a problem where when I went to boot my PC in the morning, it would have the problem I mentioned earlier. It would still start sometimes however. No hardware changes had been made so I was lost on what it could be. I read online and some people said it could be PSU failure, so I decided to go get it tested at a PC repair shop and they said that my PSU had 'failed'. I also changed my HDD to s M.2 SSD which fixed the slowness.

In June, I bought a new mainboard(b550m), PSU(msi mag a1000), and CPU(kraken) cooler. I had scoured forums and most places I searched came to the consensus that it could be mainboard failure and overheating of CPU on top of PSU failure that could cause my problem. After changing all these parts out the problem did not cease. Only other thing I thought it could be, was GPU failure. And I did not have the funds to buy a whole new one, but I did send my MSI RTX 4070 to MSI RMA to get fixed.

In July, I get the GPU back and install it, it works fine the first day, then the next morning my PC doesn't want to boot. I get frustrated and just stop trying to fix it for three months.

In October, I decide to try to get the GPU fixed again, after reading that sometimes MSI RMA is not the best, a month later I get it back and install it but it doesn't change anything and my problem continues.

Fast forward to now, I am begging and pulling my hair out trying to find a fix.

Fixes I have tried:
I have tried changing cords for display, bought a new HDMI and DP cord
Tried unplugging all peripherals, in case if it was boot order problems
Have dusted computer entirely, cleaning out DIMM slots and PCIe slots
Have taken computer apart and reseated everything
Have cleaned and tested individual RAM sticks, win mem diagnostic said there were no hardware problems
Have clean installed windows, reinstalled all drivers
Used Unigine for GPU benchmark, no crashes and stable temp at 71 C
Used Mersenne for CPU benchmark, ran for an hour with no crashes at stable temp of 40 C
Have reset BIOS through CMOS battery
Have updated BIOS
Have set RAM speed to box speed

I do not suffer any crashes when my PC does want to start. Event logger gives me critical Kernel 41 errors, with bugcheck errors of 0 and 270.
If there is anymore information I can give please just ask. Any help is life-saving. Thank you.
