I bought a used Zotac 1070 mini off of eBay and I took out my 1050 Ti plugged in the power. When I tried to turn the PC on there would be no signal to the monitor. I tried to reseat multiple times and no luck. The 1050 Ti would work when I put it back in into the same slot using the same hdmi cord.

Solution
I would put the GTX 1050ti back in and make a system restore point.

Just less work later if you have issues.

Than uninstall the drivers for the 1050ti and shut down.

unplug computer and hold the power button 10sec or so.

Try again installing the new/used 1070 and make sure your 6 pin or 8 pin power supply wire is plugged into card.

Fingers crossed for you.
Would it be possible for you to try the 1070 in a different PC, from a friend or relative maybe?

It could be that the 1070 is faulty, and testing it in a diffferent system could help confirm or eliminate the GPU itself as the problem
The person I bought it from says they tested it before they shipped out to me. Other than that I don’t have another system to test with

Unfortunately, sometimes people aren't completely honest.

But I'm not saying that the card actually is faulty, but testing it in a different PC would have been a good way to quickly narrow down possible causes for your problems.

And in my opinion it does appaer to be a possible faulty GPU based on the testing you already did

I don't really know what else to suggest, hopefully someone else has some additional advice
