A sniper that hasn't been located need not surrender - he can keep
hiding or he can leave. A sniper that has been located is not much of
a threat, so why let him surrender? Farting round demanding he
surrenders just gives him time to maybe slip away and shoot someone
another day. Besides, it's a real pain dragging a prisoner around with
you, so unless there's nothing better to do and I want a trip back to
Battalion HQ for some reason a captured sniper is just dead weight.
Besides, as I said, it's real hard to hear cries of surrender over the
noise of machinegun and GL fire.

So you think an expert marksmen with nothing to lose is not a threat?

I'm not suggesting you demand a surrender merely accept one.

In the sense that he's dead, no he isn't a threat.

He can still shoot (better than you), move and has nothign to lose.
That qualifies as a threat to sane people.

No he isn't. The fact that you know his location only means you can
shoot at him and he can shoot back. Chances are near certain he'll get
at least one of you.

He can't move easily once located, and can't shoot better than a whole
section with heavy weapons.

That depends on where you locate him. If he's any good at all (not even
by sniper standards by those of regular soldiers) he knows when you're
closing in and about to locate him. If you don't let him surrender at
that stage then he'll take two or three of you before you take him.
And so will all the other snipers when they learn of your policy.

Numbers make not shooting well beside the point. Most people in
wartime are not killed by bullets with their name on them. They
are killed by bullets marked "general delivery".

Okay...

I missed a majority of this conversation but let's get some things straight:

With regards to the Hero System, Army snipers may have a few extra skills
that other soldiers may not have. However, in many military operations,
snipers generally do not operate alone but as part of a two- or three-man
team. Also, snipers and their spotters are usually put into play to either
provide additional cover to a clandestine operation or to deal with a
specific target (use the movie, "A Clear and Present Danger", for additional
detail on this.).

Based on the environment, the sniper will still have several options with
regards to taking his target. In an urban environment, the sniper may want
to stay to ground and, depending on the amount of line of sight he (or she)
has to the target, could be upwards to 1½ kilometers away and still be
effective. Also, keep in mind that in most assassinations done by snipers
that are on the public record, the initial attack is neither seen nor heard
because of the extreme distance to target -- and this isn't even including
any sound dampening devices that may be employed.

As this applies to the Hero System, to honestly and realistically stat and
run a sniper or sniper team:

1. Know that sniper teams are briefed on what to expect in regards to
security and capability of their target.
2. Know that snipers will almost always have two or three escape / recovery
plans already worked out.
3. Snipers always are sitting ducks until after their shot. I would
recommend strongly that in playing them, that you take full advantage of
both the brace and set combat modifiers as well as DCV mods for surprise. It
would be my educated guess that sniper shots would be taken out of combat.
4. Snipers should have at least 3 or 4 levels versus range and maybe one or
two levels with the rifle.
5. Snipers should not only have concealment but also should have stealth and
either shadowing or tracking or survival if they work alone.
6. Snipers have a great capacity for concentration and really tough mental
will. It would not be out of place if he either had lightsleep or a few
points of resistance.

Here are some other things that you should also know:

Snipers usually carry nothing of value or merit -- personal stuff is usually
carried by the spotter. The spotter and the sniper stay in close contact by
secured and scrambled radio. It's the spotter's job to isolate the target
and pick the location where the target will be taken down. Once a hit is
made, it is the spotter's job provide distractionary action if the sniper's
position has been compromised.

Lastly, snipers and their teammates are considered "special forces" but if
they are not attached to a special forces unit (RECON), they will usually
have some other designation such as infantry or calvary skills.
