Question High CPU Usage!

i have high cpu usage while playing games ( fortnite - the division 2 )
i dont know why this is happening but i recently got a 144hz monitor idk if thats related or not..
it wasnt like this before, it might has something to do with the monitor.
anyway im getting a new cpu mobo ram soon but this is for now if you got solution please help me i'd be thankful.

i just checked ( without playing ) its around 40 - 45 for both gpu - cpu
my specs are
i5-6400
1060 3gb
1 tb hdd
16gb ram

i think i might have bottleneck because yesterday i read online that if you lower the settings the worse it gets so i just made everything and it was better.
