Question High GPU usage and very low CPU usage

I just put together a new system and it works great but when I play games my GPU is always maxed out with the usage at about 95% to 100% constantly and my cpu will sit around 25% to 30% usage. My guess is its a bottleneck between my CPU and GPU but I didn't think the bottleneck would be that big because both of these parts are quite beefy parts. If bottlenecking is the case could overclocking my GPU possibly close that gap a little? I will list my specs below.

CPU- Ryzen 9 7950x
GPU- EVGA GeForce RTX 3080 FTW3
MEM- 64gb Corsair Vengeance 6000 MHz
MOBO- Asus ROG x670E-F
PSU- 1000W ROG Strix 80+ gold
COOLER- NZXT Kraken z73

what game exactly? what resolution? try turning off RT?
gpu temp during the game?
monitor connect to the rtx 3080?

I was testing it on fortnite 1080p. I had hardware RT off in game. GPU temp was around 60-70 the whole time. the monitor connected is a 1080 144hz ViewSonic monitor.

Your CPU has 32 threads if the game engine can only use 8 you would have 25% usage.

Did you reuse OS drive from a different computer?

it was just Fortnite because I wanted to test it out, does that only use 8? I was on all the highest settings getting around 80-90fps

This is from 2018, I don't understand why you sent this. You can't even run Fortnite on a 1060 anymore lol

It says the CPU with the game engine can't use all your cores so low usage

I'm getting like 80-90 fps on all epic settings. Whats XMP and how do I enable that, it sounds familiar. I think I saw it in the BIOS. What does it do?
