High Latency When Idle, Low Latency when Passing data

Hello,

I started a ping test today to 8.8.8.8 and noticed my latency hop around 100ms to 800ms when i'm not passing data. When I start a skype call the latency goes down to a steady ~30ms or so..Why would the latency sky rocket during times of idle network usage?

Probably NIC getting bored so then it goes to sleep...
