Question High memory uses when idle tried downgrading windows didnt help

Hello guys recently i have seen high memory usage on my pc . My memory usage was above 50-60 percent when nothing was opened . I've tried to downgrade my windows didn't help , updating drivers didn't help . I could not update bios because when i went to download the bios and install it it says it is the same version as the version installed , i have freshly installed and downgrade windows form 11 to 10 .Still i cant update the bios because of the above reason . i have used rammap and when i use the empty tab and empty all of the things (standby, sets, list). The memory consumption goes down drastically to a normal percentage around 13-17 percent. I need this to be the normal when my pc is idle and nothing is opened like it used to be
 
Update : there is something happening i just randomly got a command prompt open for a second automatically . it spiked up my memory usage and cpu usage drastically but cpu usage is around normal now .But memory usage kicked up from 21 to 33 percent

It doesn’t delete anything, it just stops non Microsoft programs running with start. Easy to reverse.

if clean boot fixes it, it shows its likely a startup program. You should, over a number of startups. restart the programs you stopped to isolate the one that is to blame.

have you run an anti virus scan?

If a clean boot means resetting and deleting all the data i have done that .
I tried the things in the link and there seem just normal things which were open in the background except the windows .I have also run a Malwarebytes scan all seems normal. But i get a good result back to normal stats when i use rammap and use the empty section and empty everything.
 
latest bios, what make/model laptop?

Maybe you just need more ram and use more than you think you do. I found when I went from a PC with low ram to 16gb that my actual usage was over 8gb, which explained why my hdd was constantly losing space as the page file was growing.
