Question High temps on stock clocks gigabyte rx580 gaming8gb

Hey, just tried heaven benchmark on stock clocks because I wanted to have some stock results before OC and my fan speeds maxed out 1285 rpm at 85C, I've seen some youtube videos of the same card performing 1900 rpm and 65C, I do not understand what is happening with my gpu. Does anyone knows how to fix this?
 
I have an RX480 8GB running at 1300MHz (but I've also had it to 1400MHz) which is basically the same as your RX580.

What voltage is being applied under load and what's the frequency?

1285rpm isn't that fast for GPU fans.

My MSI GamingX was running 85C @ 2400rpm @ 1300MHz/1020mV. Then I removed the cooler, cleaned off the thermal paste, and reapplied TIM. Now it runs 73C @ 1000-1100rpm. For reference, the slowest fan speed possible is 900rpm (below that they just stop for passive operation).

I got it working, it was the software that bugged out... Reinstalled it and fans kick in really fast now, thanks!
