Hot CPU, but can't Figure Out Why

I have an i5 3570k. At idle, my temps are around 48-55c. I have re-applied my thermal paste twice, re-adjusting the heatsink to make sure its secure and touching the CPU, and changed my setup to a positive airflow. I am not overclocked and my voltages are at 1.071 max. I am running stock cooler. At load, my temps are around high 60s to mid 70s. My CPU are RPM is 961-1076. What other factors could be affecting my high temperature

That's actually not that bad. If you want better cooling you have to buy an aftermarket cooler.

did you clean the old paste before the reaply of new one also did you check under the cooler if the plastic film was remove your system is clean of dust .

your CPU fan should be spinning faster than 900 - 1100 RPM's for an Intel stock cooler. This is most likely where the heat is coming from.

your fan should run from 900 - 3000 RPM Have a read of this reference material for trouble shooting tips for the Intel fans.

I clean both the processor, thoroughly, with isopropyl alcohol and I cleaned my system with an air-compressor.

Really? Because I got worried since I've read that people have had temps lower than 40c with stock cooler on idle :/

Check your fan. It should spin up to 3000 RPM max when hitting near 75 - 80°c. which means if you hit 70 that fan should be in the 2300-2800 RPM range.

alcool is good but air compressor could made static so be carefull check your fan as said upper if you could try another fan on this cooler .

An air compressor also puts out moisture. Even so if it has a water trap.

But yet they get used in many IT departments for many big company's, like the GE in Schenectady NY. for an example, with out issues. If you are careful and know what you are doing, as long as there is a moisture trap, there is little risk of water damage.
