Question Hovering mouse over tabs in browser and clicking on links makes screen lag - after new GPU upgrade when HDR enabled

So I've recently upgraded my graphics card from a sapphire RX 580 to a sapphire RX 6600XT, because I got a new 165hz 1440p Monitor.
After (multiple times) uninstalling the 580 drivers through DDU, and then installing the rx 6600xt drivers, I have an issue that seems to affect me only when HDR is enabled in Windows display settings.
When I hover mouse over the tab page (at the top of chrome or Microsoft edge) the screen lags for a couple seconds, and this happens also when I click on links. After trying to fix this, I've realised its not a problem when I disable HDR.
I'm not really sure what to do, since I removed the new drivers, and re-installed the RX 580 and its drivers, and this issue doesn't occur, even with HDR turned on.
I also have tried to see the performance difference, and I have to say that I am a bit disappointed since I dont really see an improvement on 2 games that I play (Minecraft and Subnautica), and I even think the fps are more unstable (higher but often change between approx. 70-90fps which just makes the game lag again).

Any tips, I've purchased the GPU second hand, and I need to decide to today ideally if I want to return it?

I'm running windows 10.

Make and model of your PSU and it's age? Make and model of your motherboard and it's BIOS version?

Did you install the drivers in an elevated command, i.e, Right click installer>Run as Administrator?

Hi, I believe its a
Seasonic Snow Silent 750W Platinum+ PSU - I purchased it second hand a few years ago, not too sure of model but this it looks familiar to the one on this link https://www.kitguru.net/components/power-supplies/zardon/seasonic-snow-silent-750w-psu-review/all/1/

Motherboard is b450 tomahawk max (MS-7C02).
I will try to find the bios version.

So, I actually downloaded the drivers through chrome after I physically installed the GPU - I had disabled windows updates, and made DDU prevent device manager trying to download the drivers. ( i didn't run anything as administrator).

Also, to add to that the issue doesn't affect me when browser is not full screen.

Sometimes the screen auto dims when putting things like YT videos and Minecraft full screen - not when windowed (this occurred when I upgraded the monitor even on the RX 580, but I'm wondering that maybe somehow its the monitor at fault - seems like HDR is sometime disabled by itself, I do know that MC doesn't support HDR full screen though). - ignore this part if you think it's irrelevant.
