How can i edit administrative proviledges on vista to install silverlight

Hello,
am havi difficulty installing microsoft silver light on my HP laptop. when i try to install it doesnt do anything.

Go into C:\windows\system32 and right click on the file cmd.exe then select RunAs Administrator. In the black screen that shows up, at the Command Prompt, type the path and name of the install exe file and hit Enter. If that fails, you need a fresh download.
