Whenever a barb equips two weapons the game considers one of them primary

2. IAS on the primary weapon applies to the entire Frenzy attack, so both
swings benefit from it. IAS on the secondary weapon doesn't count at all.
3. When you switch from Frenzy to any 1-handed attack skill (like
Berserk), the primary weapon is always the one you swing."
