Question How do I fix a major lag issue

So I bought a new case and transferred all the components into the new one building it by myself with the help of YouTube and knowledge. The computer started up but for some reason it is so slow and laggy to the point where I can’t do anything. I don’t know if it has to do with this but the gfx card isn’t spinning and there is a weird buzzing noise coming from around the cpu area and gfx area.

How would I check the temperature of both?

Ok downloaded an app to check and it said all 4 things of the cpu were 100 celsius which pretty sure that isn’t good. Could that be the reason why there is a buzzing and the computer lag

GPU temp is normal to the point where the fan isn’t spinning since it’s not hot enough. And I never took the cpu fan from the motherboard. I left it together and but it in together.

Fan is spinning fine. Thanks for the help I’ll go try and buy some soon to see if that’s the issue
