Question how do i fix my high-end pc thats lagging?

first thing it started doing is crashing every game i opened then i reset my pc and reinstalled drivers now its loading the games just every game lagging gpu clock goes all the way up fans dont turn on though i have a 3070ti it shouldn't be lagging. ITS ONLY USING 10% cpu and 5% GPU. IDK if this matters but it wont let me change fan speed on msi afterburner

gpu temp sitting at 43 but been up to 48 cpu liquad cooled sitting at 35
