That's why I am asking people how to do it because my friend won't tell me and i don't know how to install it. and i know how much the GPU is thats why i want it in my chromebook so it can run the games i like

Your 'friend' can't tell you, simply because it cannot be done.

Of all the billions of websites and forum posts on the internet...you will not find a single one that describes how to "download a GTX 1080 ti.
Not one.
The universe does not work that way, yet.

This is like asking "How do I download a chicken dinner?" Not the instructions or recipe...the actual chicken.
Physics does not work like that.

You have two options to make this happen:
1. Ask your friend exactly how he did it.
Come back here and regale us with the details.
We'll be waiting.

2. Invent a Replicator, from Star Trek.

That is pretty amazing considering it won't work on a Chromebook. And we have not been able to change the laws of physics yet to be able to download a GPU.

As stated before, it is not physically possible. If you do have 1200$, spend that on a decent PC or a high-end laptop (You can get away with a ~600$ laptop to get decent frames in fortnite).
