I have an Intel celeron 450 that doesnt play 1080p without stuttering my question is can I step the chip cache to boost performance and if so how thanks
No you cannot change the cache as it's built into the cpu itself. Besides, that's not the cause of the stuttering. It just does not have the computing power to decode such large res fast enough for smooth video output.

That's socket 775, you should get a celeron e3200 or 3400 they are really cheap and OC over 4 GHz (if you want an upgrade that will last a while and be worth the money)
