how does the board decide how much I can offer a player?

I want to offer my star player a new contract. The maximum I can offer a key
player according to the wage structure is ?30.500 a week. But the board
restricts my offer to ?9.000. Why??

It's something that has bothered me quite a few times. I took Leyton Orient
to the Premier League. While I was in League One I signed Marc
Bridge-Wilkinson. He's my star player. Became top scorer in the Championship
the next season. Back then I offered a minimum release clause of ?3.800.000
because he wouldn't sign without a release clause in his contract, that
amount seemed enough in League One. But now I'm in the premiership and other
clubs want to sign him, he's on a ?2.400 contract and wants a new contract.

Just found out that the only player I can offer more than EUR 9.000 is a
22-year old squad rotation player (Richard Wood) he's in my reserves squad
and the board allows me to pay him EUR 23.000?!? He's currently on a EUR
1.000 contract. Very strange.
