For photo editing (mainly photoshop and capture one)

No video editing, no gaming.

Is the PSU suitable? can I go for a lower watt?

Actually looking good! You could technically go down to 450W, but it's probably not worth it as the SS you have linked is great quality.

The only thing I would say is opt for 2x16GB from the same pack, don't buy it from 2 different packs. I know it's cheaper, but mixed modules are not guaranteed compatibility.

I'd also up it to 3200MHz with the 3700X.
