How reliable is a Used CPU

I am looking to buy a i7-3770 cpu, but being retired I can't afford the high retail price being asked for the full retail boxed version which includes the cooler.

Currently I have an i3-3220 and figured that I could reuse the cooler that I have with that. I saw a used i7-3770 on Ebay for $164.99.

There really is no details other than it is used, but the seller offers a 14 day refund through the ebay money back guarantee. Would this be a safe purchase? If not does anyone know where I can get a used i7-3770 (if they would be reliable) for that price or less?

A locked CPU is generally a better choice than a k series as its less open to abuse.
I've bought sandy/ivy i5s a plenty from eBay & all been rock solid.

Buy from a seller with good references who has a history of component sales if you can.

Do not expect to use a stock i3 cooler on a 3770 mate , its not good enough.
most used cpus are reliable and are typically just sold on by the seller due to them wanting to upgrade. Go with it as any issues should arise within the first couple of days of using it. Give it a stress test if you want to see how it gets on and it you have any issues send it back to the seller

Solution
Generally a CPU is the last thing on a PC to fail. I've only had it happen once with numerous builds over 13 years of tinkering. Buy from a seller with decent feedback and try to get one that offers returns. Failing that, if the CPU is defective or dead eBay does have its guarantee against items that are not as described.
