how to change external ip address(public ip)

i have a dynamic ip adrees but my public ip never changing is there any way to change it?
my isp dont want to change my public ip

it is up to your isp to do that as that number comes from them. if they won't do it, then there is nothing you can do.

No.
Your 'public IP address' (external, what everyone sees) is that which is given to you by your ISP.

The only way to possibly change that is turn the router off, and leave it off for a couple of days. But even that doesn't usually work.

i was turn off my antivirus also it was mentioned in their read me document.
now i am getting captcha's everywhere

dude windows 7 costs 12000 rs(180$+) its too much i can buy a used laptop or new mobile for that much price don't you think its too much for os?

You followed the advice of the people who distributed the malware, and disabled your AV?

Some software actually does cost money. You having a small budget does not change that.
If you wish to use it, buy it.

I'm not going to get into a whole ethical or moral discussion about what you can and cannot afford.
You do have free alternatives for an OS.
Try this.

Then run a legitimate high quality Linux build, like Mint. You can try it out in the Live version -- it will run your machine off a USB stick with no install until you decide otherwise.
