Question How to make USB ports still charge stuff while off state (but power still there)

Hello,
I was wondering how I can charge my PS5 Controller on my PC while its off. So I want the USB ports to still work while its off but power is still there.
I used to do this before but I cannot find the setting so any help?

Its in your motherboard's bios settings so you would have to read the motherboard bios manual to find it.
