How well can run I the witcher 3 on these settings

Just wondering how well I should be able to run witcher 3?

What resolution? If it is 1080p then you'll be able to max it out without hairworks on, if hairworks is on, I'm not so sure

I'd run it at 1080p

Will this set up give me a visually run than ps4? Without heavy strain?

My 290x gets solid 60fps at 1080p without hairworks on. And 30fps with hairworks. Because hairworks is Nvidia optimised and the 970 is similar if not better than the 290x you should get at least 40fps, which is more than playable, and much much better than a PS4 will ever reach.
