Question hp elitebook folio 9480m won't boot whatever i do and keeps getting different errors each time

i usually work with desktops and not laptops so i went to supposedly a laptop service shop and it said it's a hdd issue so i changed it but still the problem there whenever i installed a windows 10 and it boots the first time and it can restart normally but won't boot from shutdown so i installed windows 7 thought the problem with windows 10 but still the same problem so i am stuck not knowing what to do it either got straight to startup repair or says it's a bcdboot issue and i tried all the cmd fixes nothing helped i dunno if it's a hdd problem or an I/O problem or what
