Question i can't boot the pc while the secondary hard disk is connected

hi i recently reset my pc and reinstalled windows
i am using 2 ssd
500gb m2 nvme ssod
500 gb normal ssd
use the nvme on board ssd to boot drive
and normal ssd for Storage
but now i can't boot the pc while the secondary hard disk is connected
but if I connect the hard disk after boot up it work properly.
Please help me to fix this issue

things i tried

• changed the boot priority option once it booted with the ssd then again same issue
• reinstalled windows
• bios updated
• Ssd formatted
• cables checked
• bios reset

system spec
AMD Ryzen 5 3600
MB- B450M MORTAR MAX (MS-7B89)
ram- G.SKILL TRIDENT Z RGB (FOR AMD) DDR4 16GB (2X8GB) 3200MHZ
ssd storage: SA400S37/480G
ssd boot: SM2280S3G2/480G
