I can't even achieve 60fps on 1080p ultra setting on far cry 5 with a 1080ti

Word of Advice, if your running a 1080 TI, you should be on a 144hz monitor. Otherwise, you kind of just wasted a bunch of money on a GPU that you're not fully utilizing. If your monitor caps you at 60 FPS with V-SYNC on, then you should of just bought a GTX 1070.
 
If it's capped (does not rise above no matter what) 60 FPS then you have Vsync enabled either in your game settings or in the nVIDIA control panel. 60 FPS Vsync is sort of a sad thing to see on a 1080 Ti. That card is for pushing 4K displays. I'd turn it off and if the tearing gets bad put it back on and either turn down the CPU intensive settings causing your FPS drops or get a better gsync monitor so you can run the card unleashed.
 




How would getting a new monitor compare to a new cpu
 


Seeing that you're running on a 6700k, thats only 2 generations behind the latest and greatest 8700k. a CPU upgrade is not what you need. You need a 144hz monitor to unlock the full potential of your 1080 TI. the 1080 TI is also not meant for 1080p gaming. It is targeted for 1440P and 4k. I would look into something like an ASUS PG279Q/PG278QR. If you want to take full advantage of the your card.

You cant achieve 60, because your monitor is only 60hz. it is limiting your FPS. Your monitor is your bottleneck.

New gsync monitor means you can play the game without Vsync and without the screen tearing that going above 60 FPS on a 60Hz display can incur. That card should be able to push over 90 FPS and with a Gsync and you could take full advantage of the card. As soon as your FPS dips below 60 with VSYNC you get lag as the GPU redraws the same frame twice which gives you a stutter.

New CPU would be an idea if your CPU is your bottleneck. One way to determine that is see if you are hitting 100% CPU usage when these lag spikes happen. HWInfo is good for that. 6700k is still decent though but still a 4 core are falling behind the curve in some titles.

turning v-sync not only cap your max fps to 60, but also slows down your whole system in the case of over kill, you will notice that CPU utilization goes down. because you limiting the whole system performance. and these occasional hiccups will bring down the fps.

just try for yourself, play the game with v-sync off, vs v-sync on, you will notice more responsive with screen tear with v-sync turned off, but smoother graphic with vsync-on but it felt as if something is holding your controls.
 


But, wouldn't still be able to achieve 60 or does it limit it that much
 


Try doing 100 laps with a Ferrari sports car around Walmart. It speed maxes out at 280 MPH, but you're only using 40 MPH to get around walmart. How much of that performance do you think is being limited?

Ok good news I do believe it is the monitor so, I will be buying a new one. I don't which to buy though because my average was 70 fps without v-sync so I don't know of I should go for higher hz or resolution.
 


everything is maxed out, except for motion blur, that is off. Now it does sound like your rig is underperforming, I suggest running other benchmarks like Furmark, run that while running CPUID HWmonitor and CPUID CPUz, give us the maximums in heat and Mhz for the GPU and max in heat and GHz for the CPU when running the game, and while running Furmark/CPUz.

Furmark is a GPU stress, and CPUz can do a CPU stress, you don't need to run them at the same time just make sure HW monitor is on in the background, it will record the maximums for you.

You may be experiencing thermal throttling, this can happen if the heatsinks on either the CPU or GPU are not performing well enough either due to extreme heat conditions or due to lack of effective thermal contact.
 


Where can I get Furmark and also what is your monitor's refresh rate?
 
My monitor is 144 hz, however it's not relevant to performance, I have no idea why you think it is your monitor acting up. Furmark can be found here http://www.ozone3d.net/benchmarks/fur/, you could have also googled furmark and clicked the top result...
