I can't log into mobile steam to authorize my login!

When I try to login to steam on my PC, it asks me to type the code that's displayed on my mobile authenticator. I used to do this, however I just factory reset my phone and I had to re-download the steam app.
Because of this I need to log back into steam on my phone, however when I try, it asks me to type the code that's displayed on my phone...

I go through the stages of setting up my phone for mobile authentication, but when it says present the code they texted me, it says:

'Sorry! There was an error encountered while processing your request.'
