SPECS:
Intel(R) Core(TM) i7-6800K CPU @ 3.40GHz
Thermal take water cooling
X99-E mother board
64 GB of RAM
NVMe SSD samsung 990 pro with heatsink 2tb
Intel HDD 1TB
Kingston SSD 400 GB
Kingston SDD 200 GB
Kingston SDD 200 GB
msi power source (dont remember the specifics)
Windows 10 pro

I formatted my pc a day ago, and added the NVME, and replaced one fan as it was not spinning (the fan itself was very janky when tried to spin it manually). however I changed 2 sticks of ram of my 6 sticks before formatting (the games ran perfectly and with normal fps) from Ballistix sport DDR4 each 8 gb to corsair vengeance 16 gb each.

As I installed the drivers for my GPU and CPU as well as the required ones by windows (on the windows update tab) I thought it was going to work okay, but the second I tried to use it as normally (open discord and watch a video on youtube) The pc started sounding pixely in my headset and everything slowed down and jagged. I checked the fans, the CPU temp is always between 30-38 degrees celsius. GPU is working perfectly. I optimized pc, in every way possible and tried playing league of legends, a game were I used to have at least 250 fps and received merely 60-100 .
I tried to see if there is any problem with my hardware in general, I completely shut off my pc and tried disconnecting and connecting my GPU again. Both monitors are also connected to GPU and optimized.

Any suggestions on what to do?

You should dig into the case and see what the PSU for the build is. How old is the PSU at this moment of time?

You've changed a lot of things. Please pass on the links to your rams in your build as well. Where did you source the installer for the OS?

BIOS version for your motherboard? As for your drivers, you're advised to manually install all relevant drivers for your platform in an elevated command, i.e, Right click installer>Run as Administrator.

Make and model of your case, number of fans in your case, their orientation and ambient room air temps?

Generally it is not a good idea to mix sticks of ram and most manufacturers recommend that you only use a single set of 2 or 4 sticks that they have tested as a set and that they have certified as a set are compatible. You could try just using whatever ram you have from a single set and see if your fps returns.

there will be many system drivers that need to be manually downloaded and installed.

you need to go through your motherboard manufacturer's product support page(s) for your particular model and download all drivers that are relevant to your system.

and as others have stated, mixing RAM kits is never recommended.
even if they are the same make & model more often than not they can lead to issues regarding native speed/timings/and even system instability.

I don't think your memory is at fault but make sure you're using channels properly. I think you said you changed over to all Vengeance 16GB sticks but if you have any other brands make sure they're not in the same channel (on most boards they will be different colors).

A few general troubleshooting items you can try:
Make sure Windows is updated. I recommend going to 11.
Check your startup items and disable anything you don't recognize or need (use msconfig and Task Manager).
Check your utilization and see if anything is hogging resources.
Try a few swaps i.e. if you have integrated graphics run it off your CPU, try using one stick of RAM, etc.
