I have an optiplex 980 and i want to upgrade the ram and gpu

Solution
A Geforce GTX 750Ti during gaming will require an additional 60w from the PSU. And your existing system likely draws about 50w during idle and 150W during full load without the graphics card. It sounds that the total power consumption will be about 210W and below 255w, but that 80% power utilization during full load sounds dangerously high for the Dell PSU because it's an OEM PSU supply that's not built as well as most aftermarket PSU, and it is old.

I highly recommend to get an aftermarket power from Seasonic, Corsair or other good brands. It doesn't need to be a big one. An inexpensive 430w -500w PSU will be enough. And you should pick one rated at Gold or Platinum efficiency.

Dell PSUs are quality parts and under rated compared to aftermarket. They usually test higher then their ratings by 50W. It sounds like you have an SFF, or USFF samll desktop. Dell sizes their PSUs to match the number of slots, bays, and maximum CPU, and RAM spec. Computers with less bays and expansion slots get smaller PSUs. If you have one of these from factors there will be very few aftermarket PSUs. Athena makes some. I would find a bigger PSU, but don't bother buying it unless you have problems. I don't think you will.
