Try a few possible solutions:
1. Where the logon screen should be, try pressing ctrl+alt+del simultaneously twice
2. Try the "Last Known Good Configuration" option from the Safe Mode screen
3. Download a Live CD (UBCD for Windows or Hiren's Boot CD) or install the failed system's hard drive on another computer to remotely edit the registry as follows:
From a host computer or a Live CD (UBCD for Windows, Hiren's Boot CD, etc) manually edit the registry according to the instructions in the intelliadmin.com article, or following the instructions bellow, or alternately use the application named "regreswiz" included in the UBCD for Windows Live CD to restore the Windows registry to a previous date. Regreswiz can only restore the registry to a saved date it should find, but if the date is several weeks old, and you restore to that date, you may lose the information that was saved from that date to when the system failed to boot so I'd suggest you use that application only as last resort.
To manually edit the registry, do as follows:
From a host computer or Live CD remotely access the registry as follows:
Start> Run> type; "regedit" (no quotes) and press Enter... next select HKEY_LOCAL_MACHINE and from the File menu, select Load Hive>, double click the drive letter that represents your PCs Hard Drive> double click WINDOWS> System32> Config> select "Software" and click Open> type a name for the remote registry Software key (e.g. REMOTE)> click OK, select the REMOTE key and browse to REMOTE\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon\SpecialAccounts\UserList\ on the right pane there should be a REG_DWORD value named Administrator with the contained data as 0.. change 0 to 1,... next go to the File menu and click on Unload Hive and next exit the registry. This should show the Administrator account on the Logon screen the next time you boot your PC. Do the same for every user account you want to show on the Logon screen.
