Question I NEED HELP : FREEZING IN STEAM GAMES

Hello,
I recently built my own PC with pretty high end parts. I can run Call of Duty Modern Warfare at Ultra and High graphics no problem. However, whenever I try to play a game on Steam, the game will have intermittent freezing. I have tried everything I've seen on multiple different forums, I've reinstalled windows onto a clean drive, I've even changed graphics cards to see if that was the issue. I cannot for the life of me figure out what is happening, please help.

Motherboard: B450 Tomahawk
CPU: Ryzen 2600
GPU: EVGA 2060 Black
RAM: 16GB Corsair Vengeance RGB Pro 3600MHz
PSU: Corsair VS650

Windows and the games are installed on the SSD, I have more than 800gb of space on the SSD. CPU is at 32.5 C, TDC is at 27% of 60A, EDC is at 99% of 90A. GPU is at 37 C. Both the CPU and GPU are running lower than 5% in task manager. Also on PCPartPicker this setup only calls for 334 watts or something like that.

I can't see that changing the PSU would solve my problem as the system works fine when playing modern warfare, it seems to be specifically steam games.

You could buy all your games on GOG, Uplay, Epic, Origin instead lol
