my 5600 clock speed after some time of use just drop down to 0.5ghz then it go back up to 4.4ghz then back down to 0.5 ghz for multiple times
motherboard is msi b450m promax
my psu is the croshair cx550
my cooler is thermalright assassin rafined 120 se

What is the computer doing or trying to do when the clock speed drops and goes back up?

Use Task Manager and Resource Monitor to observe system performance when/while the problem is occuring.

Use both tools but only one tool at a time.

I just bought the psu like a year ago and i installed 8x2 3200mhz cl16 kingston fury ram ,the ssd is samsung 970 500g and a sstc 2tb 2.5in ssd like half full i connected to atk x1 pro max mouse my keyboard is a ek75 pro from dareu my head set us a kingston hyperx cloud stinger core 2 the test is done using prime95 and hwinfo64
 
Even though you have run other tests/tools etc. the key is, to me anyway, discovering what Windows is "seeing".

If the clock speed is suddenly dropping and then going up again that could be power problems, overheating, or maybe some software/firmware bug.

The Performance Graphs in Task Manager would be a good place to start watching.

The performance in game too i gone from 240 to 10 then back to 240 the drop to 10 again and i see this issue in task manager too
 
CS2 being Counter Strike 2 - correct?

Is CS2 the only game or app where the fps drops?

I am not familar with OCCT and its' testing methods; however, I see the CPU "Package Power" (and other measurements) going up and down as you have described.

What changes do you see if you use Task Manager and Resource Monitor?

in a lot of game and it ocur when im using hwinfo 64 to monitor and prime 95 to bench
 
Be sure that all important data is backed up to at least 2 x to locations away from the system. Verify that the data is recoverable and readable.

Continue working with Task Manager and Resource Monitor.

Try Process Explorer (Microsoft, free).

Boot the system and close all running apps, utilities, and so forth.

Then use one of the tools to simply watch the system for awhile, Hopefully the speed changes will stop and the system will remain stable.

Next, keeping the tool window open to watch, begin launching apps. One app at a time and wait/watch a few minutes between each launch.

The objective is to discover what app (or combination of apps) causes the speed to start cycling up and down again. Repeat as necessary using different tools.

Do not run any bench mark software.

If the cycling does not occur then repeat the process while running one of the benchmark utilities. Determine if the cycling occurs with one or some combination of benchmark utillities and apps.

Objective is to discover some set of controllable changes that you can make to cause the system to cycle up and down. And then be able to stop the cycling by reversing the change.

Take your time, be methodical, keep notes. Take screenshots for reference purposes.

The next step will be to swap in another PSU. Do you have another PSU available?

Be sure to use only the cables that come with the swapped in PSU.
