Question I switched from perform scaling on gpu to display and i got 2 lines in my monitor

Looks like monitor issue.

Easy to test. Take a screenshot of the desktop and look if green line also appears on the screenshot. (Might want to zoom in on screenshot so that it isn't masked by the visible green line.)
If it does, issue is with GPU, since screenshots (and video capture) is taken before image is sent out of the GPU).
If not, then the issue is with display cable between GPU and monitor or with monitor itself.

I only see a wallpaper without any icons, taskbar or green line.

So, get your hands on any 2nd, known to work monitor and replace it with your current one, to see if green line comes back.
If not, your monitor has an issue. So, look into ways of RMA (if monitor has warranty left).

these lines popped up when i switched from perform on scaling GPU to Display at nvidia control panel so i thought maybe its fixable
 
Hardware fails on daily basis, often without any reason what-so-ever. And you doing something specific was just a coincidence.

Well, you can mess around with scaling and reso if you like, but those green lines look like the LED failure in the monitor panel itself. So, no matter what you do software wise, you can not undo hardware failure.

It is fixable when you get a new monitor. Since it is confirmed that the GPU outputs clean image without artifacts.

So it's hardware issue 100% right ? sorry im just checking if i could fix it myself cuz god only knows how many days or weeks it will take for warrenty to fix it or replace it

Well, if you did clean Win install, and not just reset (by clean, i mean format OS drive, make new Win installation), then this gets rid of all software issues, like bloatware and malware (except firmware rootkits). With this, it is safe to assume that software works fine and issue is with hardware.

Well, to fix it yourself, without monitor RMA, you need to replace the monitor panel.
Meaning complete disassemble the monitor, procure 2nd correct panel and replacing the panel. But this will void the warranty your monitor has. And also needs in-depth know-how of monitors. Maybe even requires soldering, depending on how the panel ribbon cable is connected to the monitor PCB.

My monitor still in warrenty so if it's hardware issue, i will give it to them so from my side you want me to re-install windows to make sure its not software issue related ?

Clean Win install doesn't cost you anything and you can do that if you like. But since you already validated that screenshot is artifact free, it points towards display cable or monitor issue. Most likely monitor issue.

2nd monitor would clearly show that. So, if you can, borrow one from your buddy/relatives, just to test with 2nd monitor. TV would do too since TVs use same HDMI as PC monitors do.

Just installed fresh windows, tried hdmi cable over display port and issue still reminds, 2 hours left for warrenty place to open up so im trying anything that might work although my guts tellin me its hardware issue like u said 🙁
