my motherboard is h61 with i3 3220 cpu 3.30ghz 8 gb ram with 650 watt power supply
can my pc handle rx470 8gb

Well, this is the worst-case scenario. Back your settings off to make things playable but in many of these games regardless you will encounter stuttering and FPS spikes because of the lack of cores.
