The title explains itself. would an i5 3340 bottleck a gtx 1660? Which would be the best gpu to pair with that CPU? An rx 580?

Solution
You're going to have a tough time trying to get games to run without lag with those GPU's. In fact you shouldn't be going anything above a GTX750Ti or a GTX1050Ti. Might I ask what your current system's specs are? List them like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

CPU: I5 3340
Mother Asus h61m-k
6GB RAM
HDD 1TB
Gpu to be bought (old got broken)
Psu: Corsair CX 550(to be bought)
Running on Windows 10

A 6-7 year old 4c/4t CPU might still play 'ok', but, of course you will be very CPU limited with a 1660 in many titles that now thrive on more than 4 cores...; whatever frame rates you were getting at 720P medium/1080P low previously, you can likely now get similar framerates at 1080P-high with the 1660....which is faster than a GTX1060 (6 GB)

Just because your current CPU can't saturate a 1660 is no reason to get a much lesser GPU, as the 1660 you can take with you in a few weeks after you start planning your RYzen 3600/3700 build.. :)
