Question i5 4430 turboing

Hello there. I don't really know how the turbo is supposed to be working...BUT when I don't use any programs,games etc the CPU turbos to 3.2 which is the max turbo freq of this CPU. When I start playing a game and CPU gets loaded in the 50%s load it drops to 2.993mhz (3ghz) which is the NON-trubo state of this processor. Isn't it turbo when the CPU is maxed out but not when nothing is happening?

Also soon I'm going to change to i7 4790(non K) I hope its worth the upgrade.

Turbo drops of as extra load is applied, it is for giving extra speed at low CPU load.

Oh lol.. That doesn't really make any sense to me. Why I need extra speed when my CPU is not in use?

It does make sense since at low loads the CPU has both thermal and power headroom to increase the clocks.

I'm using Pure Rock Slim and my CPU can't even hit 50C thermal regarding that and 650W PSU with GTX 1060 , so it is not near any throttle or danger of getting hot/fried.

That has nothing to do with it, turbo is based on core use and set by Intel in there programming for it.
