i5 4670k stable @ 4.2-4.6 ghz?

I saw some people get the i5 4670k 3.4ghz overclocked to 4.2-4.6ghz but they didn't mention what Heat Sink Fan they were using. Logical Increments recommends this one: the new Coolermaster TPC 812, but will that be able to keep it stable at at least 4.2 ghz? If not what can you recommend that will?

Are there any Liquid Coolers under $100? I've already invested a lot of money into new RAM, Motherboard, CPU, and I've still gotta buy a GTX 780, which is another $500 or so. I'm trying not to spend more than $75 for a CPU cooler but I want to be able to overclock to a decent amount because that's why I got the i5 4670k instead of the i5 4670.
 


sorry i don't know any liquid coolers price. i mostly only overclock higest 0.4-0.6ghz and my cooler master tx3 evo keeps it well cool so i havent looked into liquid coolers yet :)
