Question i5-9400F sub average performance in CB r15

Hello,

So i just installed my new i5-9400f (upgrading from 8100) and after benchmarking it and comparing the results with the ones i found online i realized that my cpu did poorer than others
most of the videos that i watched had the cpu hitting around 940CB while mine hit 743CB.
the cpu did not thermal throttle and stayed at the supposed 3.89GHZ (Turbo is ON) so i'm not sure if it is just my hardware limitation (the h310 chipset or the 2400mhz ram) or some settings that i could change in the bios or something or maybe a defective chip.

CoolerMaster Hyper 212 BE RGB
16GB corsair lpx 2400 ram (2x8gb)
EVGA GTX 1060 3GB SC
Corsair VS650 (2017 model)

it's possible other 9400F CPUs, if/when run on Z390 mainboards with 65W TDP budget limits removed, might be able to run 3200 MHz RAM, and/or, dial in the ability to hit max turbo on all cores via MCE-enabled boards undoubtedly good for scores...

(See if you can find someone else using that CPU on a similar H310 mainboard, vice just comparing against possibly all other 8400 CPUs...)
