Hello!

I have an issue where my CPU Mhz just drops (and FPS drops if playing CS2) when playing CPU intensive games. Temperatures are below 70, only VRAM goes up to 80 at some points. Are there settings in BIOS that i have/can change to improve? Gear1 or 2 doesnt help, turning on xmp doesn't allow the PC to even start Windows...

Just to clarify, is this;
https://www.gigabyte.com/Motherboard/Z490M-rev-10
the motherboard you're working with? If so, you have one more BIOS version pending update. I'd advise that you flash the BIOS, then clear the CMOS.

In order to clear the CMOS, you're advised to disconnect from the wall and display, then remove the CMOS battery, press and hold down the power button for 30secs to drain any residual power, then reseat the battery after 30mins.

turning on xmp doesn't allow the PC to even start Windows...
That might be a ram or BIOS/motherboard issue.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model.
