My i7 8565u stays under 2ghz on boost clock all the time. The load doesn't matter, as it sat at the same speed even during Geekbench / Cinebench and etc. I think powerplan doesn't have to do anything with this, as I've tried bunch of them and they are totally same as the default one preconfigured. Under load the CPU sits at 60-70 Celsius. The model of the notebook is HP Envy X360 15.6 (mx 250 4gb, 16gb ddr4 2400mhz, Samsung 980 1TB..). The notebook is also plugged in. Any help is appreciated.

In the bios play with speed step and speed shift.

See if it makes a diff.
